Jerry Pfeiffer – President and CEO

Jerry Pfeiffer has supported the Federal Government for over 23 years in both contractor and active duty military roles. Prior to co-founding GSJ, Jerry founded and served as President of Xator Corporation, a successful provider of engineering, operations and maintenance, and security services to the Department of Defense. He served as Vice President of Business Development for Serco Group North America; Director of Business Development for General Dynamics Advanced Information Systems; and held a variety of technical, management and business development assignments for Veridian Corporation. He has also consulted for a variety of large government services contractors. Jerry began his career as an officer in the U.S. Air Force at Eglin Air Force Base, Florida. He has a Bachelor of Science degree in Electrical Engineering from Ohio Northern University and a Master of Science degree in Management from Troy State University. Jerry brings a proven track record in starting and growing a government services business, recruiting personnel, and managing programs. His recruiting experience spans from recruiting entry level workers to key personnel and company executives.



David Whitmore - Senior Vice President, Human Capital Strategies

David Whitmore is a senior executive experienced in the leadership of Global Human Resources & Business Support Operations for fortune 500 Corporations. With over 25 years of experience in public and private Company environments he has deep expertise shaping business strategy, solving complex organizational issues, transforming cultures and improving financial performance.

David's experience cuts across a variety of commercial & government contracting environments: Risk mitigation, Financial Services, Information Management, Energy, Engineering Services, Telecommunications, Defense and Manufacturing.  Most recently, David was the Senior Vice President of Human Resources for USIS of Falls Church Va.. He was responsible for world wide Human Resource Strategies for the nation’s largest provider of business intelligence, security investigations, background screening, risk mitigation and specialized security services for government and commercial markets.  He has also held senior executive positions in the area of Human Capital Management and Human Resources for Municipal Mortgage & Equity LLC, FMC Corp, DynCorp, Columbia Energy Group, and Lockheed Martin Corp. He has served as chief advisor and consultant to several Boards of Directors with special emphasis on Executive Compensation, Organizational Development and Succession Planning.     He received his Master of Science in Education-Personnel & Guidance from Northern Illinois University and his Bachelor of Science –in Psychology/Sociology from Illinois State University. He has served on the Board of Directors for the Babe Ruth Sports Legend Museum of Baltimore. Mr. Whitmore resides in Reston Virginia with his wife and family.



Mark Skinner – Advisor

Mark Skinner is a senior executive with over 22 years experience in management and business development in the federal market. He has managed marketing, business development, legislative affairs and corporate communications for government system integrators. Mark has been involved in several key industries serving the government vertical to include Aerospace, Security, Homeland Security, and Information Technology. He most recently was the Vice President, Business Development, for USIS National Security Division where he built and directed a business development program that delivered new business in Middle East and Sub-Saharan Africa supporting the DoS and DoD and new business at DHS and the CIA.  Prior to working with USIS,  Mark directed all system integrator alliances for the government vertical on a worldwide basis for Adobe Systems Incorporated. He also served as Senior Vice President of Marketing and Business Development for EAI Corporation. During Mark’s tenure at EAI, the company realized revenue growth of 96% and won three large contracts resulting in $950m in new contract backlog. Mark also served as the Vice President of Business Development at General Dynamics/Veridian Engineering.
