Job Description

This position is responsible for designing, planning, preparation, execution, and assessment of Programs for joint doctrine, education, training, exercises, assessment, and corrective actions supporting National Guard Joint Force Development and Defense Support to Civil Authorities (DSCA), including support to NGB headquarters, the Joint Force Headquarters for the States and Territories (JFHQ-State), and subordinate joint entities including, but not limited to Joint Task Forces (JTF), CBRNE Emergency Response Force Packages (CERFP) and Civil Support Teams (CST). Specific Duties include: •Assisting the Client in developing policy, plans, procedures, actions, and milestones necessary for efficient conduct of joint training. •Provide expert advice to the Client on the Requirements, Plans, Execution, and Assessment phases of the CJCS Joint Training System (JTS) and assist the Client in the establishment, revision, and execution of a comprehensive, organization-wide Joint Training Program (JTP). •Develop and conduct workshops and provide advice on application of JTIMS for NGB J7 personnel, JFHQs State and subordinate joint entities to include, but not limited to CBRNE Enhanced Response Force Packages, National Guard Reaction Forces and Civil Support Teams. •Review JTS and JTIMS (Joint Training Information Management System) progress, and assist in developing Mission Training Assessments, supporting JMETs, training objectives and Training Performance Assessments. •Assist JFHQs-State and subordinate joint entities in reviewing, updating and completing their five year JTPs. Prepares intrictate, complex, cross-functional plans requiring a high level of specialized knowledge of the elements of homeland security including counter terrorism, antiterrorism, emergency management, critical infrastructure protection, and military assistance to civil authorities. Work requires the independent development of Homeland Security projects and plans specifically focused on comprehensive emergency management and continual monitoring and updating of plans and schedules. May have Business Development and budgetary responsibilities. Duties may be performed at customer's site or incident locations in crisis environment managing critical situations. Requires a bachelor's degree or military equivalent and at least 2 - 5 years of experience in the field or in a related area. Will require Federal security clearance. Has broad latitude for decision-making and independent work.
Required Skills
•Required: Army/Air National Guard or DOD joint operational and training experience in the design, planning, preparation, execution, and assessment of Programs for joint doctrine, education, and training supporting National Guard / DoD Joint Force Development and DSCA. •Preferred: Recent experience in implementation of the CJCS JTS and/or JTIMS •Ability to use personal computer and software programs, including MS Word, Excel and PowerPoint. •Effective oral and written communication and organizational skills. Education Requires a bachelor's degree or military equivalent and at least 2 - 5 years of experience in the field or in a related area. Clearance Requirements: Minimum of an active SECRET clearance. Has broad latitude for decision-making and independent work.
