Job Description

The contractor shall provide Program Software (SW) design and development (including SW system architecture experience as appropriate), build, test and integration support by participating in SW readiness reviews and/or reviewing artifacts from these reviews to ensure that all requirements have been addressed and satisfied. The contractor shall support the PMO SW Lead by monitoring testing of all SW builds, and solving build problems and questions related to SW builds to assure that all required SW functionality is tested. The contractor shall identify and propose solutions to SW and hardware (HW) integration problems to the PMO SW Lead and Customer Program Manager (PM). The contractor shall monitor testing of off the shelf or existing SW, contractor newly developed or modified SW and Government provided SW, and support merging and/or integration of these separate types of SW as required. The contractor shall read, review, analyze and evaluate newly contractor developed or modified SW and Government provided SWto assure that these SW packages meet specifications and satisfy the requirements these SW were intended to satisfy. The contractor shall propose modifications to the SW that they have read, reviewed, analyzed and/or evaluated so that these SW meet specifications and satisfy the requirements these SW were intended to satisfy. This may involve the contractor meeting with the designers and developers of these SW to discuss and resolve artifacts that prevent the SW from satisfying the requirements that these SW were intended to satisfy. In these cases, the contractor shall act as the PMO SW Lead technical representative.
The contractor shall trouble shoot specific SW product configurations issues, provide comprehensive problem analysis (e.g., debugging and tracing), and propose corrective actions to address these issues. The contractor shall troubleshoot system-reset issues that are not immediately attributable to individual system SW or HW components. The contractor shall enter SW errors/discrepancies/problem reports and their proposed solutions into the Program Problem Reporting (PR) Tracking System.
The contractor shall support the System Configuration Management/Data Management and System Integration by assuring configuration of all SW components and maintenance of SW configuration.
The contractor shall maintain an in-depth knowledge of the Program Integrated Master Schedule (and lower level schedules) to assure that SW deliveries and drops occur as planned and do not impact- delay or break - links between Program events or impact the Program critical path.
The contractor shall provide SW Quality Assurance (QA) support, as needed, to the PMO SW Lead regarding PMO SW QA processes and procedures, and various SW designers and developer’s strengths and weaknesses. This includes working with the PMO and PMO SW contractors to assure their understanding and compliance with PMO QA processes and procedures.
The contractor shall provide Systems Engineering (SE) support to the Program. The contractor shall participate in all major Program and System Reviews (e.g., TIMs, PMRs) and other status reviews as required by either the PMO SW Lead or as directed by the PM. The contractor shall review the Program baseline implementation to assure that all SW requirements are satisfied and remain complete and testable. The contractor shall monitor changes to the SW and system design and assess the impacts of those changes on system performance and availability, and determine the Program impacts if proposed changes to the Program requirements baseline and/or performance baseline are adopted. Findings, observations and recommendations shall be reported to the PMO SWLead and the PM.

a. At least 3-5 years of experience in SW development, design, testing and implementation using C++ or related language.
b. Demonstrated understanding of DoD Standards and appropriate Acquisition Regulations and policies.
c. Demonstrated extensive experience with management/management support, and systems engineering and integration of Major Defense Programs.
d. Knowledgeable of Agency standards and practices in key areas such as SW architecture, design, development, test and integration, and quality assurance. Demonstrated knowledge of Systems Engineering is highly desired.
e. Knowledgeable of commercial SW developments and products, and computer systems, and capabilities.
f. B.S. or B.A., plus M.S. in System Engineering, Mathematics, Computer Science or related area of study. Course work beyond the B.S. or B.A. may be substituted for the M.S.; 15 years of Software Development/Design experience may be substituted for B.S. or B.A.
